It's not only the Outgoing damage, much rather the Outgoing to Incoming damage ratio that makes it look extremly broken
It's true that Flayer isn't a damage stance, but a surviveability stance. However, shouldn't a surviveability stance RECEIVE less damage then?

In this instance, not at all. There are some situations where flayer can be used. But in general flayers bloody useless most of the time anyway.
