This is how it works. I have been leveling a new character this festival. It is NOT every level. It is once at the beginning of the festival or first login after leaving the starting area or after a server restart.
You can just let the popup expire and avoid even the mouse clicks. It vanishes in a few minutes.

Thank you to Sapience and the rest of the Turbine staff for extending the Summer Festival. I lost about half a day to login problems but the extension already made up for that. The ability to complete a few more festival deeds is much appreciated.
I wanted to say thanks for the extension to Turbine, since I had requested it in a thread on the temporary forums. I WOULD have liked it for at least another week (because fishing doesn't just waste time, it requires it through the timer, the percentages of the fish to trash (even with a fishing rating of over 200 with the Rohirric Fishing Rod), the time it takes for the animation and the catch, the time required to ride to all locations, and the time waiting for another round of fishing. It also seems like it's not related to the lack of new content on the horizon or the problems inherent in the structure of this festival, but for the outages.
Still, I'll take what I can get. Thanks to whomever championed this in house.
Whine whine whine....wrong kind of wine-ing fellows, it should be wine wine wine! Be merry! There are some very sour fellows complaining and little else. I for one am thankful for the extension simply due to the fact that I have had login and update issues. So had there not been the extension I would not have been able to make it to Hengstacer's for the lovely new steeds I added to my stable, nor would I have been able to add a few new, and sorely needed, outfits to my tired wardrobe. Plus an extra added chance of completing deeds...all I can say is THANK YOU Sapience and others for allowing the extension. I love the Festivals, love the games and love LOTRO. Now cheers to all and raise a mug!

Yay... got my "Rare Fish" title before the end.
Had to do it the hard way since apparently if you spend summer tokens and buy fish from the hobbit by the party tree... those fish don't "count" for this deed since you didn't "catch" them. (Probably a bug... but I don't care... I just did it the hard way.)
I didn't think I'd make it... some days I would fish and get nothing... and I had about 2 of each of the four left. But I caught them all last night. Hurray.
