I'm not quite certain I understand your situation, but basically I can imagine three possible scenarios. Hopefully, yours is among them.
1) You never pre-ordered any expansion that granted an XP-boost item of any kind as part of its pre-order perks. In this case, you bought the Token to get an XP boost to begin with. The Tokens work fine by themselves, I don't see any issue in this scenario.
The only thing that seems off to me is that you mention buying an Outrider's Token (good until level 75) rather than a Token of the Hornburg (good until level 85), which would mean that you would loose out on 10 levels of XP boost without saving any TP. I really think they should remove the former from the Store because the current setup will only get people confused and some will buy the item with the lower max level.
2) You pre-ordered an expansion that granted an XP-boost pocket item as a pre-order perk. In this case the only reason to buy another Token from the Store would be because your pre-ordered Token has a max level below 85 and you wanted a Token that would last your character a little longer. In this case, the current bug does not harm you in any way because you cannot stack two pocket items with each other anyway.
3) You pre-ordered the Premium Edition of Helm's Deep to get the Shield of the Hammerhand. Then you bought an additional XP-boost pocket item to maximize your XP gain. In this case, the combination of the items is indeed bugged at the moment, but it should be fixed with U14. I'd say to simply hold on to your Token then and make full use of it once the bug has been fixed.
TL;DR: Both the XP-boost pocket items and the Shield of the Hammerhand work perfectly by themselves; the problem only occurs when both kinds of item are equipped at the same time. Even then, you don't lose anything but the stats from your standard pocket item.
If you indeed bought the Outrider's Token from the Store rather than the Token of the Hornburg, contact Customer support and ask them to exchange the items for you or to refund your TP. Send in a bug report about both items being available in the Store at the same price even though one of them offers less benefit than the other.
