Sometimes, no matter how hard you look, there is no best light.
So it was so important to some at SSG or Daybreak to suddenly rush out an update to stop teal/cyan/incomparable LoE/Ashable gear from dropping. Put 1-Day chest locks in place. Protecting their prestige of the Radiance 2.0/LoE implementation, as well as key sales, that they didn't care that the raid was broken, that they rather fiddle with loot tables to stop the drops on landscape, as well as even in all other instances, that they have now broken the loot tables in classical instances too.
And we are the ones being treated, by some in these forums, like spoiled screaming brats for raising our opinions and concers over this update ???
Someone obviosly just had to show that "I am the one in control. I am the one who decides things, not You. 1-Day locks is a good idea. I am the one who says the Radiance 2.0/LoE system is a great idea. Stop whining. This update will be implemented." Then go and break loot tables in other instances as a result. Mm-Hmmm. Sounds like a legit and mature thing to do. Of course it wouldn't have been the more mature and cautious thing to do to put this update on hold until fully tested and raid fixed. Ohhh, of course not. But hey, as long as someone got to show who's the boss right. *rolleyes*

Never The Spy-Tool Windows 10 Who needs DirectX 12 anyway ??? Vulkan is better. :)
I am not sure that you looked into Barad-dur resource instance. I ran thru full instance and had 0 (zero, nilch) drop of anything from all killed mobs in instance. And I usually clear all mobs.
Is it normal? No way. Thus I dont trust you that there is 'the chance'.
In Kala-murg there mobs drop loot, in the 1st part of instance, but not in the second. Other instances I didn't check.
In Barad-dur today I did get a cyan off a Numenorien Scorcerer, I think can't be so sure. The cargil were still dropping silver coin so are on some loot table. But if it's only the 13 odd Cargil and the maybe 7 sorcs with that chance to drop then it's not my idea for a place to "farm" or would that be small-holding/homestead now?
The big spiders dropped no body parts but the Broodlings did, one even a Gorgoroth loot box. Orcs mostly droped silver, which tells me the bigger spiders were not no a loot table.
We ask Cord, he asks QA and QA asks the dev and no one actually checks for fear of upsetting their colleague.
So those of us at cap who aren't doing CoS for drops and ashing have a problem, but no thought from SSG how on earth a level 106-110 will find any reasonable quantity of ash and if they did they'd be foolish to use it up under cap because it's so scarce now. Just cap before doing Mordor so you can do one gear swap rather than the 3 or 4 we did when ash was available.
Several hours in game doing dailies and resource instances for 40 maybe 80 ash or open a lootbox and get an item and 20 to 400 ash, hmmm which is more appealing? And if under cap and no key slivers to quest for so AH and the store to get you out of an impossible situation.
The elbow is half way down the arm.

4 runs (2 characters) thru Kala-Murg since update and i kept track of drops.
Broodlings-body parts
Weavers/Stalkers-nothing except for 2 cyan drops( earring, sword), 1 drop yesterday (2 runs), 1 drop today (2 runs)
Orcs-silver
Boss-lootbox
neither cyan drop was on my main, both were on my alt.
for me that used to be one of the lucky instances i got a lot of drops from.
no cyan drops from any of the other crafting resources for me.
This afternoon I was running Barad Dur landscape (doing some quests on an Alt) and a mob dropped a teal item (not for my class though). I deconned it for 40 ash.
"Out of the Great Sea to Middle-earth I am come. In this place will I abide, and my heirs, unto the ending of the world."
Maybe SSG should clarify the term Landscape and see if it doesn't include interior spaces. Comes of reusing spaces rather than making new ones perhaps.
Kala-murg spiders that drop nothing else but did drop a cyan surprises me. I've been assuming if nothing was dropping there was no chance of a cyan. Well what should I expect, there little rhyme of reason with much of Mordor given the lack of substantive dev diaries.
I have run Court of Seregost 4 times since the "increased" drop rate and have seen 0 teal/cyan/incomparable pieces drop in 16 chests ( got one 76 phys damage rating LI relic and a silver signet) ... So yea some idiot may say rng but its still not an increase for me make it 100% and any other idea is moot/stupid
Side not only 96 rating runes and gold signets should drop on T2 and 76 and silver signets on T1 in my opinion
My experiences haven't lined up with this claim. I've run all the resource instances 2 days in a row now and have received a teal drop from each of them over those 2 days. I didn't take a screen shot because I didn't realize this was being talked about. If I do come across drops from them again I'll post one to prove it.

The ashes grind was somewhat negligible due to new expansion. It was a joy to to experience the Land of the Shadow for the first time, but then she came again after two months to witness the re-add on of a new updated , more powerful ,teal equipment, instances and so on. That's that then. My Ultimate grind days are long gone. I have embraced the "Eternal Ultra - Casual Mode".
May the flames guide thee.
