I've killed the Bugan 3 times, had the bugan quest each time but the daily (seeking the treasure bugans!) is stuck on 2/3. I tried doing a few more instances where the bugan appeared but didn't get the quest so it wouldn't count for the daily. Any way to kick this into action? I failed to do the wrapper quest last time so was prepared to put the effort in this time. Not going to be easy if the daily doesn't finish...
Correction: I tried this on another char and paying more careful attention I noticed the bugan quest failed to be given quite often - for 6 instances where the bugan appeared, I only got the quest twice. I think on my first char I'd failed to notice this so went back to the first char and did another instance and this time got the quest and completed the daily.
And yes I'm doing this on level - I'm aware you have to do this.
So it seems that even when it's random if the bugan appears, it's also random if you get the quest. The first bit I'm ok with, the latter has to be a bug.
Also, I was running instances with friends while on my hunter for the event. They were getting credit and I was not. The problem is you need to be close to the bugan when he dies or you won't get credit.
Been within range on defeat(melee class), in on level instance, and an hour after completing the last one to clear cooldown, and I was alone...STILL not counting. Am I missing something? Is this just a buggy effin' mess or is it intended that we only complete 1/3 per day???? Does anyone actually know?

There is a lot to process in that thread, but it is a compilation of people coming together to try and figure out the "quirks" of the system. This is where we learned a lot of things through trial-and-error. We learned it had to be on-level. We learned that the instance had to have Theodore at the entrance. We learned it had a 5-minute internal timer.

Yea what finally worked was using Sword/BfE/Erebor, instead of resetting one instance with a diff one and trying to do it 3x.
I've had success alternating between Glimmerdeep T1 solo (bugan spawns around the second troll you encounter) and Sword Halls T1 (spawns under the Nazgul, can kill him before Nazgul finishes talking and then run out).
Make sure you are the same level as the instance you are in, you only get credit for being at-level (or below it).
Why?
If I may ask what is the justification in light of the fact that players can complete quests that are higher level than themselves? I have completed thousands of quests that were yellow, orange, even red to my character's level.
Not trying to be difficult, just curious what the reason is for this parameter for the Bugan quest...

I believe you read this backwards from how it works.
You will only receive Quest:The Treasure Bugan if the scalable instance is your level *or higher*. For example, if two characters (level 70 and 72) enter a level 71 Warg-pens, then the level 70 character *will* receive the quest because they are at or below the level of the instance. The level 72 will not because they are higher than the level of the instance.
