We intend to update the system as well so that once future raids are released on Tier 3 difficulty we'll introduce commensurate Delving system rewards. We also intend to add Delving difficulty to not just Missions but also other forms of previously-released content such as Instances in the future.
The Delving system has nothing to do with Skirmishes, even if it is added to them later. We're talking about the new Skirmish being added in this xpac and its allegedly unique rewards.

Why do you not intend to scale Skirmish soldiers? They currently become less and less useful once you level past 100, eventually becoming totally meaningless and irrelevant by 130.

It is hard to understand why you would have the Skirmish soldiers and then make them redundant, when it would seem to be a fairly trivial exercise for a developer to extend their scaling to level cap.

All I can think of is they don't want a person soloing instances. They must have a metric or some sort of information that shows that a solo player spends less money on micro-transactions. I'll never get used to how an MMO developer thinks.

1)They don't have enough money/time/developers/source knowledge to update outdated systems what even Turbine don't update for years

2)You can solo instances without Skirmish soldiers, even when they buffed on level, they don't provide much help. Only Herbalist worth it

You can't use Soldiers in instances.
