I'm sure this is one of those "stupid" questions, but I have to ask anyway. I just started playing an RK and am confused by the wording of a skill, "Flurry of Words". It states it provides a +3% Melee/Ranged/Tactical Incoming Critical Chance. What does the word "incoming" signify here? It sounds like the chance of receiving an incoming critical hit is increased, which would be a de-buff on the player's character, but that doesn't really make sense to me. If it is increasing the chance for the player character to land a critical hit on the mob, though, it would just be worded as +3% M/R/T Critical Chance, wouldn't it?. The word incoming would seem to be superfluous. So is it really a de-buff on the player's character, or am I just missing something obvious.
Flurry of Words is an attack skill. It does damage and applies a debuff to affected targets. The +3% incoming critical chance means the affected target is more likely to take a critical hit from any attacks directed at it.
