The lottery system isn't a thank you tool per se, it's a kind of game outside the game. It's used for a lot of things, most of them intended to be fun diversions while your'e at work or otherwise unable to log into the game.

I think the Carrot Cake and Hope lottery as well as the Potato and Coal lotteries made that pretty clear.
