1. Why was the decision made to give a slotted pocket item as a reward for the roving threats, as opposed to a cloak, considering that the pocket item isn't as good as the BB jewellery, and we've not had a decent cloak (particularly for might classes) since level 95?

There are 2 cloaks with Might : "Cloak of the Fallen Tower" & "Greater Valourous Cloak of Finesse"
The first one is not too difficult to get (WoS T1 for example) but the 2nd one is nearly impossible to get with the actual state of instances/loot tables (Fornost - Shadow, OD - Poison, Smaug)
Then I agree that a cloak with slots would have been a lot better than this pocket item...
