1) Yes, Character creation will be disabled on closing worlds as they are opened for transfer

2) I would recommend waiting to move your characters if Brandywine is where you know you want to go and you want to guarantee a free move. We will be implementing some sort of limited free grant for moves between remaining worlds but how free that will be and the timing is still being decided.
