I just hit 20 on my mini. I havent done a lot of research on the class (probably the least out of all of em) and I noticed upon gettin WS it said plus 0% ballad dmg. Does this eventually rise from LI's or traits or somethin, and if so, how?

The Warrior Skald trait set bonuses (3 and 4 set I believe) give you the ballad damage bonus.

There are Legacies that will give you more ballad damage, Tier 1 and 2.
And I believe there is a WS trait that gives 5% more ballad damage.

Though there are Legacies that increase Ballad Damage I do not think these numbers will be reflected in the WS tooltip as they are active 100% of the time. I would also think that Light in The Dark trait, 10% ballad damage , would not be reflected in the tooltip as it also active 100% of the time while slotted.
The tootip should reflect the 4 Tratit WS bonus of Warspeech Ballad Damage +25% Bonus.

You can also upgrade your tier 1 and tier 2 ballad damage with legacies on your legendary weapon, although technically that wouldn't fall under Warspeech bonuses.
Anyone know if there is a cap? I've been healing the Moors lately with as much ballad damage as possible and doing quite well. Hopefully there isn't and I'm not shooting myself in the foot with an invisible cap.

The OP has only just reached level 20, they can't get their first LI until level 45 at the soonest. Talking about LI legacies for a level 20 toon is just a tiny bit premature.
As others have said, you won't get the damage bonuses for your ballads until you can slot 4 traits for Warrior Skald. On top of that, you should start working on the Light in the Dark deed (use Ballad of Resonance 1000 times). This will unlock a Warrior Slakd class trait that increases damage from all your ballads by 10% in and out of warspeech stance. You should have picked up BoR at level 8, use it a lot, not just to help get through the deed but also because BoR buffs your tactical damage (almost all mini damage skills are tactical) by 10% for 10 seconds. Cooldown for BoR is 4 seconds, duration of the buff is 10 seconds, it's not hard to keep the buff running.
Apart from that, using a crafted drum will help, preferrably a critted one. Here is a list of crafted instruments, what bonuses they give and what level you need to be to use them.
