There are tabs in that area of the char sheet, one of them has your combat stuff, it has melee offense, tatical offense, etc. Find your tatical offense and mouse over that to see your multiplier. For tatical crit, same thing, there is a rating and mouse over it to see the actual %. 4500 at 65 is 15% or nearly so, which is the max although additional rating gives more devestate chance. For offense, 10k at 65 is about 20% and I havent seen anyone very much over 20% even with much higher ratings, and dont know if it caps or not ever (?).

If you mean the tatical multiplier from rings/robe/etc, there is no rating for this one on the sheet. I think its just gloves/rings/robe though that can have this bonus, usually thats 10 for robe and gloves + whatever the rings have.
