This particular outfit is from all over the game, and isn't easy to get.
Helm - Fjor-Halm, from a quest in Esteldin
Chest - Vendor chainmail chestpiece from Ost Forod
Gloves - Elven leather gloves from Rivendell dyed white
Leggings - Dwarf heavy armor leggings, they drop in various places in Eriador
Shoulders - Dwarf heavy armor shoulder guards from Thorin's Hall
Boots - These are temporary, as I cannot find any boots in the game that have greaves on them. Seriously, Turbine? No boots with greaves?
Shield - Heavy Westernesse shield, T4
Sword - Vendor sword from Michel Delving (Just for this particular screen shot)
Cloak - Plain cloak dyed black



This is the Annuminas medium armor set, available at level 50 in Evendim. The boots are Tani's Boots from a quest in Tarmunn Sursa, and the cloak is a plain cloak dyed olive.

That looks identical to my captain (however, I hardly ever see her in her armour unless I'm in the Moors, so there might be some subtle differences I'm missing). If the character in the image is indeed a captain and the helm is the same one I have, the armour set is likely the Hall-General set from Moria and the helm is an acquaintance rep item from Mirkwood (Tarchar). I believe it's champions who have a similar set to the captain's Hall-General set...?

For comparison's sake, I'll post a screen cap of my captain later on this evening once I get home.

Not exactly what he/she said. The majority of the armor is from the Hall General's set in Moria. However, the shoulders are medium shoulders that dropped from Urugarth, the name escapes me. And that helm is not from the Mirkwood Vendors. That picture was taken back in MoM, that was one of the many models of the Helm of Peace. Just thought i'd clarify

I can't tell if you are asking just for the hat or everything, but the outfit (chest piece) I believe is found on any outfitter. It's the fishing one I believe. I've only been to the outfitters in MD, Thorin, and Bree and they all carry it I believe.

The Short-Sleeved Tunic and Pants came from one of the many gift boxes my characters were showered with. For that version you'll have to watch the auction house. However, you can find a Common Long-Sleeved Tunic & Pants at any of the regular cosmetic vendors such as in Bree or Michel Delving. It's the same outfit but with long sleeves instead of short sleeves.

The Straw Hat does indeed come from the skirmish cosmetic vendor, on page 8 to be exact. It costs 231 regular skirmish marks and 2 Cunnuilan campaign marks. As the skirmish cosmetic items are no longer bind on acquire any of your characters could pick up the hat. Or I expect you could eventually also find it in the auction house for a vastly overpriced sum. *smiles*
