Just finished becoming proficient at - MASTER TAILOR- but have an inkling as to whom I should go to, or what quest I must complete, to be allowed to start working as a SUPREME TAILOR.
Gone to BREE, to Moria and to Rivendell but I cant seem to find my way.
I would appreciate your assistance.

You either need to go to Estlden or Thorins Hall (near the forges). There is a Master Craftsman you need to talk to in order to get the quests.

Talk to any Master Craftsman. They will usually be found near public superior facilities (not farmland). You will find them in Michel Delving, Thorin's Hall, Esteldin, Rivendell (check Elrond's Study). Not in Bree - no superior crafting facility.
