Artisan cook

I am lvl 37 and just finished my T1 of artisan cooking and i can find the person to give me they quest I checked the shire near the superior oven and then tried esteldin. Anyone have any ideas??

The NPC you want is Pasco Grubb. He is near the Supreior Oven in Michel Delving.

If you enter the crafting area from the path that leads to it, the oven will be on your left, Pasco will be on your right.

Did you do both of the prerequisite quests:
A lot of people ignore or forget to do "The Short Order Cook". Without this quest you can not promote to tier 4 because you can not run the promotion recipe because you do not have Superior Oven Access.

You do not get this quest from Pasco Grubb. You talk to Pasco Grubb after you get the quest. The NPC you want is near the oven in Michel Delving.
