Mylotro only shows us a snapshot...I do realize that...right now it has you at 3600+evade...it has you with capt buffs, including crit buff and i think IDOME....but I do have a couple of questions as to how the build showing meshes with your reports above.
I am not challenging you...but looking at your build, the numbers showing and your indications, and it just is not making sense to me. I hope you can answer the following questions in ways that will help me improve my build and realize there are things I am not considering:
1) at 2600 or so parry showing....even with traited ward and a +parry/ward legacy, I calculate you would be hard pressed to hit 15% imo, unless you are also using and have +block/parry to threat stance...which is how I am able to hit 15% parry with my build. If that is so, then you'd be losing the 20% block;
2) whjere the heck is the extra 500 or so evade coming from? With your neck, pocket and cloak and capped agility, you should still only be around 3000 - 3100 evade. Are you sure you are not in the homesteads when you logged, enjoying benefits of your soldier buff as to evade rating?

Again...I allow that MyLotro is still just another snapshot today...but it bothered me enough to wait a couple of days and looked at your toon again. Today you look to have the exact same items equipped, but the capt and whatever other buffs you had seem gone, your block and parry just a bit lower for the reduction in might and agility, fitting with an IDOME expiration, but that evade rating which was at 3600, and which ostensibly equated to the 10% you indicated, is now at a more (to me) expected 2700. This fits easily into my conception of where your shown gear should have your evade...even with capped agility, I pegged you at maybe a bit north of 3000 at the best.
I suggested previously that maybe you were mistaking your skirmish soldier's buffs in your analysis, which get applied to your MyLotro stats if you log out whil in your homesteads. If not, and if there really is some other way I just am not aware off, I sincerely ask you to share, because I would very much love to also self-buff my guard's evade rating for an extra 500 to 900 !!!
