Go to your Skills window and click on the tab for Passive Skills. Look at the list there. If you do not have something like "Dual-Wield Proficiency", then it means you have not earned the skill yet.

If that's the case, go to a Burglar trainer and check for available skills. Make sure to click on the Passive tab; some folks miss that and never buy any passive skills. I don't remember off-hand what level Burglars need to be to get it, so if you don't see it then uncheck the "show only available skills" checkbox and look again.

If you have the skill, you equip a weapon in your off-hand slot by dragging the weapon from your inventory into that slot on your Character window. You can't do it just by right-clicking on the item (even though that works for equipping a second ring or bracelet).

Although if you already have two rings and you get a new one and want to exchange it with the second one you need to do the drag method, i mean, if you already have 2 rings equipped the only way to change the second ring is via drag and drop, if you right click it (or double click it) it will always replace the first ring, earing, bracalet.

    Re: burglar dual weapon problem

Shukar's laid everything out, just adding that Burglars can get the dual wield passive skill at level 10. So if you are level 10 or above you need to visit your trainer, if you're below level 10 you need to get back to the questing!

Weapons work the same way. If you can dual-wield and you already have a one-handed weapon in your right hand but your left hand is empty, then right-clicking (or double-clicking, or using from a quick-slot bar) another weapon will equip it in your left hand. It's just that if both hands are full the game will always choose your right-hand weapon as the one to replace.

EDIT: I don't think this was always the case. I remember a couple years ago being frustrated that I couldn't re-equip both weapons on my champ from the quick-slot bars after I'd been fishing. But I've been able to that for quite a while now. I'm not sure exactly when that changed.
