This is the outfit that I am digging on my Burglar for now - standard stuff, but I think it looks awesome. Though I do realize now that the screenshot makes it difficult to see her cloak; just assume it also looks really cool

I certainly can! This is the Cloak of the Shining Star, which was one of the rewards from the last anniversary celebration. The good news is that it is not bound, as far as I recall, so you can find someone to lend it to you to place in your wardrobe

Unfortunately I know of absolutely no one right now who has this cloak on Eldar who can lend it to me.
I haven't had much contact in talking to anyone face to face with their toons ingame.
Only option for me is to just ask around politely if anyone has it.
