Forum posts aren't very effective bug reports. Going back into the game and making a report long after the fact is also not an effective report as the tool includes information about your character status and location in the report. Making a report after the fact greatly diminishes it's value.

Freawaru, if you submitted a ticket in-game, then you've contacted our in-game GM staff. The GM staff are not members of our technical support team and cannot assist you with an error such as this.
In the post that you quoted, Mirthgar gave a link to our online support system,
http://support.turbine.com. In order to get assistance and have our team look into your particular issue, you need to open a ticket with them through that website. When you're submitting your ticket, make sure to choose "Tech Support" from the list of available support teams.
So, to answer your question, no, do not submit a bug report on this. Submit a ticket to technical support. I hope that clarifies things some. :3
