Welcome back - but still no ranger offensive quests

I wonder if the Ranger Offensive quests are no longer being activated during welcome back week(end)s. At least the last 2 times I have checked, the NPCs in Bree/Esteldin haven't been present. Does anyone know more about this?

It is my understanding they were only supposed to be activated for the welcome back events when Lotro was a pure Pay To Play game. During these welcome back events, former customers were able to play without paying.

The intention was to remove this dynamic once F2P launched in September, 2010. Turbine had some problems getting it properly killed.

It's a shame that this seems to be deactivated. I like the titles that it gave.

Ditto. If anything get rid of the pirate (non)event that is happening atm and replace it with the ranger offensives

There is no obvious reason for these quests to be unavailable. All they reward are titles. They require no server resources.

If they are gone for good then they join a very, very short list of content which has actually been removed from the game. The 'Fool' chicken play (which caused server issues) and the server-wide unlock events (which were time-limited by design) are the only other examples of deleted content which come to mind.
