One way to look at it is... Why not? Get players to select and carry a useless item in place of something useful will reduce stat inflation making future designs easier. Of course, then it wouldn't be useless...to the devs (even if it is useless to the players and characters).
On the other hand, it could just be a joke...and--therefore--actually useless. Or, given the posts here, "useful", but with such a minor effect that it is, for all practical purposes, useless.
Said cubicle is probably the model for the Abandoned House in Stangard...a useless location and you can only get into if you are Kindred with the Stangard faction.
Or, as I noted above, just an elaborate joke on the players and it is, for all practical purposes...useless.
Until we see a post stating what the actual effect is (with numbers!), "useless" is as good a working hypothesis as any.

Well, once again such a thread brings evidence that Erebrandir's Horseshoe has always done one thing: keep the community guessing about what it does.
Kidding aside; as has been pointed out by someone else in here, is that during the treasure hunt event, a dwarf in the field mentions that "you should carry something lucky, like a horseshoe" when digging for treasure. It might, or might not help with getting better rewards and/or finding the huge digside. Within Rohan it might help with getting the better rewards from war-band encounters.
The fact is that it might improve your luck, but does not guarentee anything. Some people believe in it, some don't and others are plain indifferent towards it. Personally, I find luck an unreliable factor that I tend to rule out as much as possible. And I know that a horseshoe won't help with that as carrying one around undermines my previous statement.![]()

When you do an instance with Nar, Noona and Elrohir(?) to find out what happened to Noona's brother, there is a spiral ramp you can go up to get to the highest level of the mine. When you get to that level you can see a wizard walking in the mine for a few seconds (the ramp will be behind you just after you enter the instance).
I did that instance less than a month ago with a toon that does not have the horseshoe, and I still saw the wizard.

Pretty confident that the answer is going to be no if you didn't choose the horseshoe as the reward for the quest, and it doesn't seem like they'll give the option to recover it if you've lost it either. But if you didn't pick it as your reward, then the answer will definitely be a no on whether or not they'll give it back to you again.

You don't need the horseshoe to see it. You just need to know where to look and to look soon enough.
The horseshoe, what does it do? Take up valuable vault space. :P I think I've still kept it on my main though I've been tempted many a time to just get rid of the thing. I didn't end up taking it on any alt.

Have like an epic vendor, kinda like the loot vendors in angmar! That'd be awesome.
(And change the epic quest to auto-give the horseshoe, instead of having to choose between it and the scrolls. People in their haste see it at the top of the list and don't realize their mistake til too late.....)

A vague non-explanation isn't going to get it out of the vault. It's going to sit there until the full effect is disclosed. At that point, there is a very high chance I will destroy it if the effect is garbage.
Well, I can wait. Surely the horseshoe can as well.

That is the exact power of Saruman, to fool weak minded individuals like yourself. Saruman wasn't at Nar's Peak, Gun Ain was. Saruman never did away with Nar, and in fact there is a deed (and quest?) to go back and visit him afterwards to make sure he is still alive. Title is "Thoughtful Friend".
The affect on festival events will still be difficult to ascertain as so much is based on the RNG, even if the horseshoe goves +10% to be picked for the stage, determining this will be a nightmare, same with the fall festival poorly hidden chest. This isn't really what concerns me though, as the festivals are just fluff, if I get around to them, I get around to them, but they've been boring the heck out of me since they haven't gotten any real attention in years (same old, same old, increased rewards cost for more grind).
For the epic though, will it just change text? This should be fairly easy to ascertain. However, if it changes quest rewards or drop chance on rares during an isntance, that could be interesting and a piss off a lot of people who tossed it.

After all the time spent obsessing over its possible purpose, I convinced myself that I have to equip the horseshoe every 108 minutes or something catastrophic will happen to Middle-Earth.
