Theomir and I also noticed some other things about this broken quest. I put them in my bug report, but I'll put them here for the general FYI as well.
1) The quest is no longer recognizing that someone else is doing it. It used to make you wait your turn if someone else was currently doing it, by saying "wait for next round" or something like that. Now, no matter if anyone else is actively trying, it always says "dressage has begun." This tells me that the quest has lost its ability to register is has an active participant despite "beginning" - which may be why no participant ever actually sees an emote, as it doesn't really know you're there (or so it seems).
2) There is no correct emote, but there is also no INCORRECT emote. Whether you try one at a time randomly hoping for a success, or spam all 5 before the timer runs out - it never registers any emote at all. If you do the wrong one, you should instantly fail. If you do the right one, it used to pop up a message saying "wait for the next one" or something like that and progress your quest tracker accordingly. Now, nothing - only a ticking timer to failure. My theory - it is not performing an emote visually or in reality in ANY way (including behind the scenes), so it cannot declare you right or wrong to begin with. Hence the timer goes on but no response to emotes, positive or negative.
These are just my theories mind you, and I am no programmer so I don't know if they make any sense or not. But that's what I've gotten out of experimenting trying to beat the bug. Thankfully my main got this one in early on, before the reports of breaking. But all my other toons seemed doomed to hit this wall of a silent horseman not actually running his dressage competition.
