I don't think it's a formal definition, but the way I think about it is that noon should be just 12 M (for Meridian, because if you use actual Sun time, that's when the Sun crosses the meridian). That logically makes midnight 12 ante-meridian, and--by extension--if you *don't* want to use "12 M", noon must be 12 PM.

I generally try to remove potential confusion by either specifying noon (or midnight) or offsetting the time from noon/midnight just a bit...such as 12:05 PM or 11:55 AM.

And a hat-tip to Sapience who took my initial remarks in the spirit in which they were meant.

The only question that remains for those who are in a position to go to the party is...does it start at 8:30 AM (odd time for a party, but not impossible), or is it an evening party that ends at 12:30 AM.
