The character info out of game hasnt been updated to a few months, so wherever it left off that is where the lotto thinks your characters are and will remain there until turbine fixes the issue.

Given that pulling character data is apparently a big load on their servers, I'm not sure when this will be done. I'll be surprised if it's ever updated daily, for example, but I hope I'm wrong. Perhaps it just needs some further "scoping" to cut down on the loading... stuff like:
- Only pull character Name, Level, and Server - nothing else is needed for Lotteries. Winnings would be stored in a different table.
- Only pull data for characters on accounts which have logged in the last 24 hours (assuming they do a nightly pull), or which have entered a lottery in the past 7 days.
That would hopefully cut down the loading a fair amount (depending on how their data is clustered). Doing a table scan on a multi-terabyte database can be awfully painful.
What I'm suggesting would of course mean that players returning to the forums before they return to the game will complain that it shows no characters for them. However, it could be explained easily enough: go log into the game, and come back to start doing lotteries tomorrow.

Regarding updating of levels, for what it's worth... After seeing the 75-85 lottery, I entered all of my toons that were eligible and then leveled two more to 75 to get them to qualify. One of them reached 75 well before the countdown ended, and I was able to enter her almost right away. The other was a bit behind, and didn't get to 75 until 7 minutes before end time. No amount of refreshing got her name to show up. They are on separate accounts.
Without another 75 lottery running, I can't see how long it takes for my second toon's level to update. (I haven't had any problems previously with outdated levels.)

To echo Saniko regarding level updating: my level 48 character only hit level 48 sometime after the forum was changed, and she's shown up in the lotteries at the right levels (one of the test ones at 47 before she leveled, I think and the others at 48). Another character of mine that I've been playing lately is not even on the lottery list. They are on different servers, and she is the newest character I've created. It definitely seems like a complex issue.
All my 6 characters' levels have been up-to-date for the last month or so, after many months of not being updated properly.
When I try to get on the Lottery, it says "You must have a subscription". I am a subscriber. I was free to play when I joined, but upgraded two days later.
This stinks.
You don't need a subscription to enter the lotteries. I know cause I have several free accounts with which I can enter the lotteries without any problems. Also this current account with which I'm posting this is a premium account (only subbed for 1 month last year) and I've always been able to enter the lotteries in the past and now.
Perhaps logging out and logging back in will help you?
ETA: Hmmm... something seems wrong anyway. I logged out at the lotteries page and was immediately send back here. Also logging in with another account from the main Lotro page lead me straight here.....
