If the LI scroll was already 85 then it stays at 85. This is because you can get 85 scrolls off Level 75 LIs. But on the bright side stock up on 85 LIs and you can place those scrolls on them to get the legacies back as 95 scrolls.

L85 and L95 End Game Changes
There are no Level 95 Set Bonus Armours.
There are Level 95 Armours that drop from scaled instances.

So will there still be epic drops from scaled instances at 95? Such as cardolan tokens, malledhrim cloaks ? Or will scaled instances (Annuminas, In their Absence, Great Barrow, Dol Guldur, Erebor etc.) only drop teal/purple gear from now on?
