I am debating on whether to use my TP to purchase HD or to buy it outright and use my points for other goodies. I have already lost out on the preorder stuff by waiting and now see the store is not up. Is this so players will just buy the expansion instead of waiting?

It should be up shortly, but if you still have a very small window to purchase the pre-purchase bundle from the LOTRO Market (https://store.lotro.com) before it is switched out.
