No, he had never left the Shire prior to the adventure of the One Ring, and hobbits consider a walk from Hobbiton to Frogmorton an adventure. And knowledgeable about what!?! Just because he knew a little more of the outside world than most hobbits, because his uncle was an extraordinary hobbit, does not make him very knowledgeable about it, in fact, Merry, of all people, seems more knowledgeable about area's outside the Shire than Frodo early on in the Fellowship of the Ring.
