As far as I can tell, no information relating to character rendering is sent to or from the server. I don't think it is an Internet or server issue. This seems to me to be an animation timing issue within the Lotro client or with how it interacts with the system it is running on. It looks like the animation is resetting to a start point of the animation on direction change, rather than continuing seamlessly.
Since not everybody experiences it, I wonder if there are particular OS/Graphics card setups that are affected.

    Mine runs on:
Gfx card: nVidia GeForce GTX 660 Ti
    Driver version: 340.52

    OS: Windows 7 64bit
    Mem: 8GB

The OS and game are installed on an SSD.
Yea, that could be it. Anyway, I mentioned network glitches because I've noticed that LoTRO is not a forgiving program when you have a low *quality* connection, whether you have a wired or wireless connection to your modem/router. LoTRO is fairly forgiving for slow connections so long as they're high quality. I went from a low quality one (slower, too) to a higher quality one. Mostly I have no issues with my current ISP (though I've seen them lose backbone access several times this past year).

I'm on a low cost, lower quality card. GeForce GT 430 1GB VRAM dedicated, 3GB 'shared'. I run in DX 9, though the card can do DX11, the difference on this card in my system isn't worth it.
My driver version should be 340.52.

OS: Windows 8.1 64 bit, with a 32 bit backup partition available when needed.
Memory 8 GB RAM, two sticks.

    Drives: spinning disks 7200 rpm.

Newer card on the way (still cheap, though, budget is limited). SSD in the wish list when they're below $100 for a 256 GB or below $75 for 125 GB. I might go for a $50 or below one that is 100 GB.

That's because Lotro has a hard-coded maximum bandwidth usage of 128kbit/s. Even a channel-bundled ISDN connection can reach that. Most players probably have DSL or cable connections nowadays.
My DSL connection is very stable. As far as I remember it only failed when there was a power outage in the region and then my PC won't work anyway.

The "stumbling issue" can also be seen when riding normal horses btw.

    Looks like we are.
A video linked in that thread shows it pretty well, for anyone unfamiliar. For me it mostly happens on turning, but it looks like that.

thats even worse than my Man!

i checked again, it is actually both my PCs doing this. i guess i didnt notice, as im always on my horse. I did notice because when i fired up the new machine and saw 100+ FPS i wanted to see if there was an tearing... instead i notice this run junk. guess i was watching more closely.

seems to be a turning-animation-issue as other mentioned. it does seem fine (or less obvious) running in a straight line.

its like the animation resets to "left foot forward" anytime i turn.

Happens to me as well; more frequently when my character turns, even slightly. PC Specs are

    i7-4770k 3.9ghz
    MSi z87-GD65
    GTX 770 2gb
    512gb Samsung Pro SSD
    32 GB 1887 RAM

Settings are all maxed and lowering didn't improve. This also happened on my older PC and it also occurs on my girlfriend's PC. Can't imagine it is something on our side.

i dont have any issue when my character is running straight, turning by the keyboard is smooth and no skipping or lag there either, but turn by my mouse and there is the tiniest "reset" of a frame or 2 of my swinging arms, as the animation looks like it aligns itself up when i stop turning. Other than that i see no issue on my end.

I've gotten my new card. It is a GT630, 2GB VRAM. It certainly is better than the 430. About the glitch in the animation, it certainly is there. Running straight it does not happen that often. Mouse turning in a zigzag does show it more often, but it isn't consistent there, either. It looks like dropped frames and/or a reset of the animation. I've written a bug report on this already.

I've made another video of this bug:

This bug has been there over at least 6 months. Turbine, please fix this.
It's weird that some people are saying that they don't have this problem. I personally don't know single person who hasn't got the problem.
Maybe it's tied to a certain GPU-s or drivers ? So far as i've read all the people who are having this problem has nVidia graphics card ?
Could any AMD card owners say if they have or don't have this problem ?

My Elf runs fine, i love her animation when jogging/running. Never seen it get out of sync honestly.

My Hunter is fine to, but her gets out of sync quite easy, any lag or raid, she gets this "gotta skip a animation" to get on track thing going.
My Burg does this to, Hunter and Burg are Race of Man.
Which could be part of it. But I only see it under lag, or massive amount of players near by.

As for Video posted above, I only see that on my human race, but only the walk animation. (which i rarely use)
Granted, my visual effects are not as high as that user.

I have not noticed any issues with the run animation, and I have recently switched to a GeForce (ewwww... I know, but it was a gift) from a Radeon.

I can confirm the run stuttering affecting my characters as well, it was a bit during U13, but far more pronounced during U14. I originally thought it was due to texture loads and phasing lag, which it very well might be... or directx memory leak.

I hope they figure it out, as it would make lotro a much more enjoyable game if it got fixed.

Weird, I don't have this problem on any of my characters... It would drive me nuts if I did. Haven't even heard of this. But... it might be just as helpful to know the specs of a person that -doesn't- have any issues.

    GPU: AMD Radeon R9 280X 3GB
    CPU: AMD FX-9370 Vishera 8-Core 4.4GHz
    Memory: 8 GB RAM
    Resolution: 1920 x 1080, 60Hz (w/ Vsync in-game)
OS: Microsoft Windows 7 Professional 64-bit

I also use an SSD and always obsessively use whatever the latest Radeon beta drivers are.

I just checked several of my characters. The video shown in thread makes it seem like its 100%.

After some testing, only really notice it on 0% speed buff character, and it didn't happen to often.
Once I applied any speed buff, pretty much becomes non existent. And last a frame or 2, and goes unnoticed. =/

I see many people only giving computer info, but I think it's important to state race and gender of your character as well. Maybe not all of them have this problem?

I have males of all races. They are all affected, but some are more notable than others. Men/Elves are the races where it is most visible for me.

I see it on my newish high-end Radeon on my desktop and on my older nVidia based laptop. It is most noticeable to me on my male Elf, but that's also the character that I play the most. I assumed it was caused by the change to the character models that happened in Update 13. It was the first thing I noticed when I logged in.

    Very Old Bug?

A very long time ago I was questing in staddle with my main. The quest was The Wise Woman and you had to carry a bucket of water from the well to the spring. If I recall correctly back then the quest had a 'trip' chance, where, if you tripped the bucket would disappear and you had to start over.
My main has been tripping randomly ever since.

My situation exactly. I only use the keyboard for movement. Radeon HD 6700 vid card.
Only happens when making "minor " turns like path corrections. Can't say I've noticed it on horseback. Even happens inside my houses. I play on both Imladris and Landroval and it's the same.

Personally I think it has to do with framerate/FPS. I notice the players with higher gaming engines / faster PCs experience it and the others don't.

For the record, I play a woman burglar and her run animation also skips when I mouse-turn (I didn't even notice it until I tested it just now, it's barely noticeable on my screen). Sneak is fine though. My FPS is ~40.
