This will be fairly exhaustive, so pick and choose what you want or need
Jewelry:
There are several options when it comes to Jewelry.
1. There are two decent BB sets- one that has a 10% chance to reduce target tactical mitigations by 10% (I do not use this one as I do my very best to avoid all RNG-related things with LOTRO), and one that increases damage by 5%.
2. The level 95 crafted jewelry (**** of the Deep) is still great for morale.
3. Greater Resolute Ring of Penetration (dropped from Library) is a very nice ring.
4. Going with the moors ring with their combined set-bonuses (+1500 physical/tactical mits, if I remember correctly) are nice.
5. Bangles dropped from Breaching Necromancer's Gate skraid have an incredible amount of morale (656!). A plus? They drop from T1, which is easily two or three manned.
6. The Shining Bracelet of the Prince which comes as a quest reward in Central Gondor. Lots of physical mitigation.
7. For pocket item I suggest Greater Resolute Bauble of Penetration for the morale. You may choose to use your pocket item to get the BB set bonuses, though. The pocket is dropped fairly often in Ost Elendil or Haudh Valandil, I believe.
I personally use a Gold Earring and Gold Necklace for the +5% damage set bonus, the 95 crafted earring of the deep, two resolute rings of penetration, Shining bracelet of the prince and a Necro's gate skraid bracelet, and the bauble of penetration. Mix and match as you wish! I would suggest avoiding going all BB (beyond getting the two set bonuses you need) as BB jewelry provides far too much finesse- finesse you will already getting plenty of from your Audacity gear. Go with one or two set bonuses, and fill in the rest with what I suggested- you'll gain more morale/mits than simply using all BB jewelry.
Armor:
There are, in my opinion, only two options when it comes to Moor's armor:
1. Full audacity.
2. 4 audacity, 2 essences.
We're a light armor class, so we really can't afford messing around too much with essences. If you're a big raid person in the moors, then you will probably be able to lean towards 4 aud/ 2 essences and stack some mastery/crit (keep in mind that your job in the raid shouldn't be dps, though). However, for survivability, full audacity or 4 aud/2 morale stacked essences is the best way to go.
For full audacity, I recommend going four of the Storm Caller set for the +10% fire damage bonus, and two of either of the other sets to get the critical defense bonus. Some go for 2 of each set to get triple critical defence bonus, but critical defence provides diminishing returns, so (in my opinion) you get far more with +10% fire damage bonus.
The other two set bonuses are useless- Frost Lore is essentially obsolete in the moors, and the WOTC set bonus is just plain dumb.
For four audacity, two essence build, I recommend going storm caller, then one physical mitigation essence, one critical defence, and six morale. You're going to want to get that extra morale for compensation in the loss of audacity.
Legendary Items:
Staff:
First off, for the title, I suggest the one that gives Beleriand Damage type and Critical defense- in the current sad state of LM melee damage Beleriand isn't critically important, but it does a great deal more damage than common, so it adds up. This title is obtainable at Dol Amroth.
For legacies, there are a number of things you can choose:
Burning Embers Initial Damage
Fire Skills Critical Multiplier
Tactical Skill Direct Damage
Burning Embers Range (helpful in many circumstances)
Lightning Skills Critical Rating (really only useful when using Lightning Storm)
Lightning Storm Damage
Sticky Gourd Direct Damage (also applies to Ring of Fire)
+Will/Vitality/Fate
I use Burning Embers Initial Damage, Fire Skils Crit Multiplier, Tactical Skills direct damage, Lightning Storm Damage, Sticky Gourd Direct Damage, and +Will and Vitality.
Book:
For the title, I suggest using the +460 critical rating/+5% fire damage title obtainable at Dol Amroth.
For Legacies:
Fire Skill Critical Rating
Fire Lore Debuff Strength
Bane-Flare Targets
Fire Damage Over Time
Sign of Power Durations (bugged if you are in yellow line, however)
Target Resistance Damaging Skills
Ancient Craft Targets
Burning Embers Critical Chance
+Vitality/Will/Fate
The debuff resist legacy is currently bugged, so I don't recommend using it. I currently use Fire Skills Critical Rating, Fire Lore Debuff, Bane Flare Targets, Fire DoT, Burning Embers Critical Chance, +Vitality/Will/.
Relics: I use:
True Setting of the North x2 (incoming healing and morale is big)
Westemnet Gem of Hope x2 (crit defence and morale)
Westemnet Rune of Power x2 (mits)
Westemnet Device of Protection x2 (mits and critical defence)
Some LMs use the attack duration relic (forget what it's called), but attack duration isn't as important for LMs. Other use the relic with Devastate magnitude- not as important as what the device of protection provides, in my opinion.
ETC: For Sword and Cloak, make sure that your sword has a damage type, and Greater Resolute cloak of tactics works fine.

Just one question, what is the bracelet that drops from the Breaching The nec's gate skraid? Can't find it online yet. If you were able to list it's stats, that'd be much appreciated![]()

As far as trait trees/virtues, I'll post several because there is no one trait-line to use, really.
Keep in mind the following only have 69 trait points, and 74 is now possible- I'll elaborate on where the additional five trait points belong.
General Red Line Build for Solo roaming- http://www.lotrottp.lotrostatus.com/l.php?c=XC. Additional five trait points to max out ancient craft and for +.75 stun duration. Keep in mind that this line is meant for mouse turners and is a generally squishy line unless you are skilled playing. I wouldn't start playing this line if you are new to the moors.
Blue Line Survivability (the Trolololer)- http://www.lotrottp.lotrostatus.com/l.php?c=XD. Additional five trait points to max out water-lore inc healing buff, plus playing with fire trait, and Storm Lore. This is the line to go with if you want to face-roll any creep you run into with uber-survivability. I don't recommend this line as you won't really learn much. Only use this when in danger of zerg!
Yellow Line Solo- http://www.lotrottp.lotrostatus.com/l.php?c=XF. Additional five trait points to max out fend them off. This is a line showing off some of the strength of yellow line (which, ironically, are not as useful in groups). Slightly easier to play with than the red line.
Basic Red Line for New Players- http://www.lotrottp.lotrostatus.com/l.php?c=XG. Additional five trait points to put three into prepare for war. A good deal faster than the general red line, it's a good, easy way to start off in red line. You miss out on some key yellow line bonuses, but those can come later as you develop as a LM.
Orange 1v1 Line- http://www.lotrottp.lotrostatus.com/l.php?c=XH. Additional five trait points max out disable for stun duration. A fun line to use for 1v1s without fire shield, and for generally any situation in which you don't want to use fire shield. The additional stun duration is super nice.
Purple 1v1 Line- http://www.lotrottp.lotrostatus.com/l.php?c=XJ. Additional five trait points put another point in Dry Kindling, and max out Prepared Materials. A line for 1v1s without Fire-Lore or Fire Shield (works well for without pets, too, despite pet bonuses). This line is only good for these 1v1 situations, as it obviously misses out on some very key traits.
As far as virtues go, you're going to be going mits, of course- especially physical mitigation, as your tactical mitigations shouldn't need much to cap with Will contribution. I use Zeal, Charity, Patience, Innocence, and Compassion. If you're going to be using 4 aud/2 essence, you will probably have capped OC/FW. In that case, you can afford to replace one of those virtues with Wisdom- adds a nice amount of tactical mastery. Honour would be one to consider as well.
