Short answer: Yes.
School and Library, both 3-mans, can be solo'd safely. Your mileage may vary with more challenging content based on your skill, the line you run, and your gear, but it's not impossible for a captain to handle group content solo.

T1 skraids are faceroll, but the last fight of this one is not easy, even for Guardians.
I think that was when bleeds procced Noble Mark heals. If so, I doubt it would still be possible.
I find that Captain's can do some of the small stuff on level (3-man's) especially when traited with some combo of yellow and blue. Slow going though, which is to be expected. Anything more than that on level would be difficult for most any Captain, though there may be some rare exceptions.

You can solo library/school on red if you play your skills right, captain is all about manipulating the percentages.
The most popular trick on red line for a big group is
1- Agroing
2- Withdrawl (You WILL survive for a considrable long time if you are on level)
3- Standard of war
4- AoE bleed (Grave wound on a mob with cutting attack effect active on it)
5- Spam smaller AoE attacks like Pressing attack and Routing cry and heal if you must
6- You can add to arms and Time of need in the previous steps and other skills if your choosing.
They will drop like flies before you know it. it's much faster then yellow line even though yellow line is much safer.
Ofcourse it's not recommanded for skraids, that would be completely idiotic.
