servers are merging together and there are going to be 5 mega servers left, so either server you chose now will make no difference in the near future as today we are getting announcement what are the 5 mega servers that are going to be left and basically all people are going to start moving to those servers slowly in the upcoming months.
Snowy has been always a great server, and will remain one of the top 5 or top 3 EU servers I believe, but that wont matter when the merge happens as all 5 will be very populated servers
