It also appears he/she was logged in this past April as a level 13. So, my question is this. As an almost 5 year user of that name on Ridder, why will I get punished for having to change servers?

You are not being punished for having to move. You did not take advantage of the opportunity to make characters on all available worlds and claim your name on them, which was open to you. I've been on Nimrodel for 5 years and Dwarrowdelf for 4 years. Not all of my names are going to make it, either; but that's life, for it was my decision to not claim my names then.
