I read that a good way of buffing a group is to have a special weapon for it.
I'm making one now.
What legacy should I put into it like : I think something like :

Tactic: relentless critical rating
tactic : on guard parry rating buff
make haste duration

i read about a morale+5% buff, can't find it.

SECOND question:.. where can I find them ?

Do not waste your time with this as it will be goung away with Helm's Deep.

That said, you can grind out weapon LIs for the legacy, provided you get lucky and use LIs in the appropriate level range.
