I've seen all of the following problems:

1) People posting porno pictures.
2) People posting huge GIFs and pictures that require a lot of bandwidth to download.
3) People posting links to malware.
4) People spaming the forums with ads for their products like the love potions.
5) People using signatures with huge Gifs, pictures and all the other problems.


Frelorn has been looking into ways to minimize the misuse of the forums. One option that VBulletin offers is an approval mechanism. All posts and new threads go to the moderator(s). These posts and threads stay in limbo - hidden until the moderator(s) makes a decision. I do not know how fine a control Frelorn has available at this time. VBulletin has a lot of user written extensions that can provide very fine control over the the forum operation. If Turbine can get it set up where Frelorn can put people on the must be approved list before any of their posts or threads become public that would be a good thing. Or set specific threads to approval required. Obviously put all the new arrivals on the must be approved list to cut on the love potion ads.

I sounds like you encountered Frelron's last idea to improve the quality of the forums. You will have to wait until Monday when Frelorn gets back to work. I believe is the only person moderating the forums. Week ends tend to be time when people go wild.
