Red Tree: Heralds Strength Trait (is this performing properly?)

The trait is called "Herald's Strength" in red tree. According to the tooltip on the trait it states:

Dissonant Strike steals Morale from the enemy on a critical hit.

There are five tiers on this particular trait (10%, 20%, 30%, 40% and 50% with a lowering of tact mits and phys mits from mob). I hadn't paid much attention to this skill before, but I assumed since mobs have such high morale in the newer regions, it was time to revisit. Unfortunately, I don't think it performs as it is intended or it was nerfed a while ago and no one bothered to change the tooltip in the trait selection tree.

For example, I tested it on a fire salamander that had 75k morale. At the time, I had the trait set at 30%. From the Combat Journal:

    ______________________________ _________________________

Trist scored a hit with Critical Dissonant Strike on the Flame-tongue Salamander for 1,324 Light damage to Morale.

Critical Dissonant Strike applied a heal to Trist restoring 2,511 points to Morale.
    ______________________________ ______________________________ ____________

    30% of 75k = 22,500 morale

Likely the amount of stolen morale was 3% NOT 30%.

To add to this, if you look at the tooltip on the actual skill, it reads:

"Apply to target on critical and devastating critical target is drained of 2283 morale. Attacker gains 2283 morale." (again, this is only at the third tier)

So, I have two issues I'd love someone to comment on....

    1. Is the tooltip on the trait tree incorrect? Should it read (1%, 2%, 3%, 4% and 5%) instead of (10%, 20%, 30%, 40% and 50%)?

    2. Why is there a flat hard number in the tool tip for Dissonant Strike concerning this trait if it is based on a percentage (incorrectly stated in the trait tree or not)?

It works correctly. It never states to leech % amount of morale of your opponent. Every tier rises base leeched morale by 10% more (+/- 2% because of how the game works, it's never accurate). 0 tier has base and first one unlocks and rises the base by 10% and 2nd one that by 10% and so on. It's just written to easier to understand form of in the end total increased leech 50%.

Thank you for your response. In other words, a waste of trait points better spent elsewhere.
