@dev Some small minstrel updates that dont break the bank

Update 23 has felt like a nerf. I don't believe it was a real nerf, just that the scaling of morale pools exceeded the scaling of outgoing healing. That said, it's made healing feel like a challenge, and I like it. My issue is that with the spike damage, and the size of our heals compared to the morale pools, we rely on luck with crits to get everyone back to a safe level. Our cooldown skills no longer allow us to circumvent the RNG, which makes for frustrating gameplay - not fun gameplay.

    Triumphant Spirit.
This previously great recovery skill now heals for about 8% on a non crit, or 21% on a crit. (As measured on a tank).

I'd like to see a buff for this skill of at least 200%.

    Call to Ioreth.
I'd like to see this skill changed in two ways:
    1) Make this skill immediate. Often the value it offers is best used in high pressure situations, and making this immediate would massively increase its value.
    2) Reduce the animation. When coupling CtI with an induction skill, the extended animation of CtI negates the benefit it adds.

We do rely to much on crit this days.. And also too much on Chord of salvation heal (This one crits up to 60-70k)
I would personaly want a buff to Bolster Courage (Only the target heal, not the AoE heal)
Also you could fix our bubbles so they are actually usefull.. Now all bubbles are around 3600k morale which is completly stupid (this would maybe be good in Moria or mirkwood)

Also Call To Ireth bugs out and dosnt even apply the crit to your next heal. This happens many many times with Chord of salvation

    TL;DR
    Fix bubbles
Increase Bolster Courage and inspire fellow
    Fix Following bugs;
Call to ireth not applying to next heal
    chord of salvation not healing

    I'm 50/50 on these.

Fix Bubbles - Yes, they are ridiculously under powered. But I'd personally rather see them gone, and more interesting and MINSTREL relevant traits replace them ;D. In my personal view, bubbles belong to RKs.

Increase Bolster Courage - Honestly, I don't agree. I think our base heal output is excellently on par with the current damage levels. But if TS isn't buffed, then something does need to change.
Inspire Fellows - It could definitely do with a buff.

The Call to Ioreth bug is something I've noticed too, and I suspect its to do with the "fix" to immediate skills they implemented to crackdown on the exploit. It's highly frustrating.
Chord of Salvation not healing. I don't encounter this, but again I suspect its to do with the fix as above.

Fellowship's heart with a 5min cd needs a big boost, same as TS. I could live with the others if those were scaled to what they used to/should be.
