It's been that way since launch. And it seems to work at just the right balance....
If you complete every quest in a zone (e.g. I have completed most quests in Ered Luin, and most quests in Bree/Barrowdowns, there are some in NorthEast bree I did not do) combine with the amount of crafting you need to complete tier 1 and tier 2.... that you are pretty much on-point for the next zone. My "main" is now level 24, and just started the Lone Lands.
The 24 however is WITH the experience bonus items from pre-orders, such as the pocket item, the Shield of the Hammerhand, and the Mordor Earring. I would probably be around 22 without them, and that would have been perfectly on-point for moving on to the next zone. Of course there are also things like GB and instances, which reward experience as well.
The -40% is meant to give a bit more accuracy on the amount of experience gained in the olden days. Maybe not QUITE as rough, but a close approximation. I personally don't mind it. If I wanted to rush to the end-game, I could have just continued on a regular server
