How does wanderlust work?

I can't seem to get this skill to function and I'm not sure if I'm misunderstanding how it works or what. If I click the "wanderlust" toggle, it lights up, but nothing appears to happen. I stay in human form and I see no buffs being applied to my character either. If I change first to bear form and then try to use it, it turns me back into a human again and nothing else. At first I thought that maybe it wasn't working because I tried it while in an instance, but then I went to Bree and I can't get it to work there either.

What is this skill supposed to do? I don't run any faster while it is toggled on than I do with it off. What does "peaceful movement speed" mean?

Edited to add: Ok, I just dug through the Bullroarer forums and it looks like this skill is bugged? I'm not sure if it's bugged for everyone or just me because I am wearing an item that has the "hustle" movement buff on it (heard that may interfere with wanderlust speed bonus.) That doesn't explain why I'm still not turning into bear form when I toggle it on though.

I used it last night. You need to be in bear form first to use it AND out of combat. I'm pretty sure if you have something already on that has a speed boost they won't stack, but I don't have any to try it (just going by other classes).
If you happen to get agro while running with it on, it will immediatly turn off, but you will still be in bear form.

You can hop into it from man form. It acts a little like forced march from wardens in the sense that you lose the speed boost if you enter combat.

The skill works if you are not wearing any "accelerating" items of clothing. For example, I had boots with an acceleration of 5% - they did not allow me to turn into a high-speed bear. When I took off my shoes - the character became a bear with a speed bonus of 40% and the corresponding icon under the name. Conclusion: this skill with a bug. I hope the developers fix it.
There is also a bug with the display of the character. You can see him as a bear, and others will see him as a man.
One more thing. When I, being a bear in the vanderlust mode, began to read craft recipes, the hands of the man who read these recipes were sticking out of the bear (apparently inside the bear).

I like launching arrows from my bears back as well. I know it's on the list to be fixed but funny nonetheless

Thanks! That's indeed what it was. As soon as I took off my "Adamant Necklace of Might," that came with a 5% run speed boost, I immediately turned into a bear (I had left Wanderlust still in "toggled on" mode.) Then, when I put the necklace back on, I instantly turned back into man-form.

Also, Wanderlust cancels your Mark of Grimbeorn. Can we get this fixed please? Recasting this between every pull is pretty annoying.
