Is minstrel blue line supposed to give 10% passive outgoing healing?
Cuz it isn't.
Yellow line +5% bonus is visible and changes the numbers on healing skills.
Blue line does not show the +10% listed below the crit healing thing in any way.
This is in addition to the 10% OH being in blue stance gives.
The "+10% outgoing healing" you see in the description are not passive.
It's just the description of the tooltip you get from your so called "crit healing thing". If you look below the "+10% outgoing healing" you see that there's a duration of 10s attached to it.
He is referring to the Blue line spec bonus, you are mean to get a buff when you score a critical hit which increases outgoing healing by 10% for 10s and has a 25s cooldown. We don't get it. Nothing happens when you crit other than triggering your other on-crit buffs. We don't get a buff that shows +10% outgoing healing and when you mouse over tactical mastery in the character screen it doesn't show the outgoing healing increase.
Red gets +20% light-type damage and +5m range to ballads and cries.
Yellow gets +5% Outgoing Healing and 10% Light-type damage.
There are no buffs for either Red or Yellow's spec bonuses, but you can see the values change.

In order to receive the "+10% outgoing healing" buff you need to score a critical hit with one of your damaging abilities (or auto-attack).
