best time to decon an li in moria?

Been a couple years since I played the game in general and 10ish years since I played at this level range.

I'm looking primarily to maximize ixp rune yield and secondarily relics. To that end I would normally level items to max before deconstructing. If I recall correctly though the system works a little different in Moria (and maybe Mirkwood). I want to say it's best to decon at 31 or 26/36 but it's been so long and have no idea what may been changed.

Anyone have any advice?

i've heard people say to decon at level 31 and i've heard them say to level them all the way.

if you're going to farm LI's so you can get the legacies you want, why not level the LI up to the max level? that way, you get a decent amount of relics and an IXP rune that will help you level up the next LI quickly.
