Fantastic Silver Bracelet? (HELP)

Please help, I'm looking for this item to complete the set but I don't know where it drops. The LotroWiki provides 0 information on this and literally says, "Unknown".

Please advise if you might know where this drops. I've farmed Skumfil over and over and can say it doesn't drop at all there. (Both sides)

Earring is a common drop tbh

Bracer took me around 50 runs to get x2

Oh, never mind, stats on gear at 100 120 is now into the thousands.

The awesomesauce blue set armour chest piece had +58 agility.
