My theory is that freeps would be way, WAY too overpowered compared to current code creeps. With Nadhin armor, essences, slotting the right trait points, a level 60 freep is a LOT, and I mean a LOT more powerful than its creep counterpart of level 60. There have of course been many code changes along the way, and they have all been geared to what the next end-game level is, which in the current code is level 120 for creeps. If they were to simply level cap the creeps at 60, the freeps would literally wipe their behinds with them, they would simply not stand a chance. Creeps will just stop playing because they would pretty much be limited to a perma Grams camp.....
I'm thinking the "golden" moment is the introduction of Helms Deep, so with the creeps at level 95 and the freeps going towards 95 from 85. This was when the trait trees were first introduced, and a LOT changed then in the back end code, and I am guessing the code for creeps also changed to deal with this change on the freep side.
Therefore, with the hint that they would not introduce PvMP in 2019, and that it would "make more sense at a higher level", I am thinking that they won't release PvMP until they got to Helms deep.
In short, this is my theory for the legendary servers:
July 2019: Mirkwood/Enedwaith.
Nov 2019: Isengard/Great River.
Mar 2020: Rohan/Wildermore. (Rohan housing introduced).
July 2020: Helms Deep/Fangorn. (PvMP added to legendary servers).
