Stupid question.

It's been a while since I've played LOTRO, and me and a few of my WoW guildmates decided to pick this up as a kind of side thing, but when I logged into my Beor, I can't seem to shift out of my bear form. What the heck am I doing wrong? The toggle skill doesn't seem to toggle at all.

There are 2 toggles one for man form and one for bear form and there is also a travel buff bear form toggle. One toggle does not shift you back and forth.
