Is this item no longer being dispensed?

I (last week) signed up for vip after a about a year's break and decided to sign up on Anor. From what I've read my new characters should be given this item but it is not so. Am I missing something or is this item no longer handed out?

I have the same problem - I have five characters on server Ithil and have never seen the item "Not Forgotten Handkerchief". Does anyone have information about how it is obtained? It says in the Wiki that it is a starter-item and issued to all players on legendary servers? Any information is most appreciated.

You should receive it upon character creation.
I just created another character on both Anor and Ithil.
entered the intro and before i did a thing i checked inventory. Both received the Handkerchief.
Check your inventory again and if you don't see it then submit a ticket.

I did not receive this, but what does it do? Is there an actual benefit to it? I started about 2.5 weeks ago, already level 48.

it gives +1 hope and 6% out of combat run speed, for 15 minutes.
All characters on Legendary servers are supposed to receive it.

Oh yeah, Im hitting level 50 tonight so that offers zero benefit to me
