Yes.
Light of Earendil is necessary in Mordor and some Erebor instances.

Medium Armour is kind of obsolete now for Beornings. There are some situations where you might choose it (when tanking and using t2 Anvil armour for the mitigation set bonus namely), but in general, you will be better off sticking to Heavy Armour, especially if you are leveling.

Light of Earendil is only useful in Mordor. Outside of Mordor, there is one 3man instance (that I forget the name of) that requires it at level 120, but no one really runs that anymore because there's not much reason to. The Mordor instances are buggy though, and in some areas inside the instances, LoE is required (150 for t1, 200 for t2) because it wasn't entirely removed as a mechanic everywhere because raisins.
