For the Beo only Quest "Good to be home" in Vales of Anduin: Where can I hug Harskor after his questline with the orcs is finished as he ist not standing at the broken bridge anymore after that ?

Finish all of the quests in Vales, he'll then show up at Beorninghaus where you can hug him. He won't show up until then. Also you can hug the daily quest giver at Hultvis once all the quests are done.
