Try go to the the NPC at Hollins Gate again instead. Usually that NPC have the next quest and You can continue when that happens. It skips one or two quests but they will still get compled in quest log and You will get the one after that and can continue and get to fight the tetacles in the lake with Your LI and continue the book. Hopefully same thing will help Your stout-axe. It could be some other issue or bug of course and it will not help. Only way to know is to try.

Let us know if that helped as it might help others too then.
If you mean Rathwald at the entrance, he offers nothing. If you mean someone inside Hollins Gate, the game will not let me enter it anymore. It looks like Stout-axes are a 1-50 race.
Yes the one by the gate entrance (I can't remember his name). That is a shame. Oh well it was worth a try at least. Now we know it doesn't work that way either.

Yes, as soon as you apply the Minas Morgul xpac code to your account, you can create and play the new Stout-axe Dwarves.

Apologies for coming late to this discussion, but I've only recently returned to the game.
With the new expansion, I made a Stoutaxe, 'Valar'ed him to 120, then decided to use him to work my way through the whole epic storyline from the beginning.
Daft idea, I know, but I loved running through the whole story again.

Anyway, all fine until I get to Moria.
I'm good up to getting my legendary weapon, getting back to Thorin's Hall, talking to Wafi, where I identify and equip my new hammer.
    And then...nothing.
I'm pretty sure he's supposed to tell me to go level it up, if memory serves, but he doesn't.

As it happens I've other ways of getting in to Moria and beyond, but that's not the point. I'd like to do it right, whacking that big ol' beestie in the water...
    Any advice?

It happens like that, because when you turn in that quest, for stouts the game auto-completes not only that, but the next 2 quests too - you can check your completed quests in your log. To continue the story, head back to Holin Gate and speak to Rathwald.

I think they fixed that six months ago.

Not exactly. Before the fix in the release notes you linked, stout dwarves weren't able to enter Moria at all. The fix was to skip 2 of the LI related quests and just advance to the final instance that starts with Rathwald, as already wrote above.
