Relentless Maul bug & bear form vs man form interaction

I am assuming this is a bug, but maybe I am doing something wrong, but a decent percentage of the time (roughly 1/3rd of the time), I hit relentless maul and nothing happens. No channel, no damage, nothing....BUT relentless maul goes on cool down. This is really annoying and given its such a big deal in the Yellow trait line, this seems a big issue to me. Are other people having this problem? It there some kind of trick to this?

Also they ***REALLY*** need to fix the whole interaction problem when in bear or travel form. This is beyond annoying and half the time, makes NO sense. No one can tell me its logical that I can open a door in Bear form, but that I have to swap to Man form to smash Salamander eggs in Evendim.

With the latest changes, at level 38, I am rarely (if ever) below 50% wrath, and typically closer to the 90%+ range, but I'll keep a closer look at what my wrath is when I see this problem happening.

I've had this happen a few times (in red). What I found was happening is that the RM icon on the skill bar was full and looked like the skill was ready to use but it was actually still on cooldown when you looked at the tooltip. I vaguely remember this bug being mentioned before the update so not sure if they fixed it and it broke again at some point or it was never fixed (hadn't played my bear very much before update)

Vastin acknowledged this bug. I think he said he took a shot at correcting it, but couldn't figure it out and would do so again. I don't think it's a wrath issue. I believe there is a 30 second cooldown. However the icon on your console will show it as available even though the cooldown cycle had not yet completed. Seems simple. But, apparently, it is not.

    Was this fixed?
I ask because ive noticed this today. The skill is shown as available but can be seen to be on cooldown if you look at the tooltip. Im sure it was ok before ?

    Thanks
