Much has changed in the last few years. There was a great reduction in the number of servers in late 2015, from 29 down to 10. SnowBourn was one that closed.

Turbine, now Standing Stone Games (SSG), have allowed anyone on a closed server a free transfer to an open server. There is a blue "TRANSFER" button available just below the blue "PLAY" button.

The transfer function, unfortunately, has not been available since late September (2019). There was a technical problem. Another problem with in-game currencies and transfers came to light just after this. No further official word from SSG on the availability of the transfer function has been made since. It is hoped (speculated ?) that Transfers will commence again after the expansion (Minas Morgul) arrives (tentatively November 5th, was October 29th).

Snowbourn was a EU server so you can transfer only to another EU server due to differing databases between US and EU.
Open EU servers are Evernight, Gwaihir, Laurelin (RP), Belegaer (German - RP) & Sirannon (French - RP).

It has been suggested to others that you start a new character on a few servers to get a feel for the community atmosphere. When the Transfer is available again you can move the older characters to a server that suits you.

Same with my characters, I cannot recall which server I was on, but i logged into all the servers and none of my characters appear. I had lots of premium items purchased as well. I do not see any transfer button, I downloaded game through steam. I have also submitted a ticket today

Transfers are currently disabled due to technical problems. A fix is being worked on.

Since this was already necro'd, I want to add that it's getting close to six months since transfers were disabled. While the majority who were going to return (since servers were merged many years ago) likely already have, the fact that there are still regular posts about this means the lack of transfers is simply untenable for a game that really needs the player retention. More than enough potential subs have been dissuaded by the (disabled transfers) issue.

Same. I used to play on EU servers had a maxed champion back then. Now i cant find it. So i just rolled a new character and started again.
