I know that the burg is the DD with the best cooldowns, no need in telling me this and yes there are traits of other classes that need scaling too, like yellow cappys strength in numbers.
But I just wanted to mention it again that relish battle needs a bit of a buff it Heals about 6k initially and the hot heals 680 every 3 secounds.
I would double the initial heal and triple the strength of the hot so it would not be too strong but you would recognize it.
I dont like the idea that a set bonus is useless if you think the burg doesnt need additional healing than replace the trait with something other.
No. Like you already said, burglars have the most cool downs of any class in the game. The last thing they should get, is even better self healing.
Maybe it would be fair if red burglars lost access to Ready and Able and Touch and Go healed for 25% instead of 50%. Maybe. Even then, Burglars would still have a ridiculous amount of tools to survive. There's no need for more.

A ~12k initial self-heal & a ~1.5k hot with a 3-second tick is too much at this point. Burglar already has the richest, most potent and most often available survival kit of all DpS and! Support classes. Enriching it further will basically allow us to stand in the middle of bosses' frontal attacks and special abilities, dish out main DpS numbers and! stay class cannon. We already don't have to think about itemization much -if at all, don't need to follow any complex rotation to reach insane DpS, don't need to do anything to provide a couple of really strong, needed debuffs and buffs that offer a free main Support class ticket in any decent raid setting, and now we want to top that off with permanently staying still? Let's get real.
In my opinion, a burglar who can't move well is not a good burglar, thus should be punished by the game's mechanics. Empowering an already extremely strong survival kit atop of already heavy damage dealing will entirely remove what's left of the class's identity.
If we ever get better (self-)heals, those should reside in the yellow and/or maybe blue trait line(s) as a trade off for the trashy attack duration and cheap debuffing kit in place.
